This senior leadership role will support the Radford Army Ammunition Plant’s mission to modernize facilities, expand production capabilities and ensure readiness for high-quality munitions manufacturing in support of national defense.

This is a high-impact opportunity for an experienced leader with a background in strategic planning, capital projects, defense manufacturing, modernization, construction management and stakeholder engagement.

Position Summary

The Growth & Modernization Director will oversee critical elements of RFAAP’s modernization strategy, including facility upgrades, technology integration, public-private partnership expansion and long-term production readiness. This role will help align growth and modernization initiatives with operational, financial, compliance and national security objectives.

Duties and Responsibilities

  • Oversee all aspects of strategic planning, growth and modernization, including long-term vision for technology and facilities
  • Cultivate relationships, secure new opportunities and execute initiatives in alignment with organizational objectives
  • Lead strategic analysis, facility modernization planning, construction management, ARMS tenant management and public-private partnership program expansion
  • Oversee major projects related to facility upgrades, technology integration and process improvements
  • Collaborate with internal teams including production, compliance, finance and legal to align modernization activities with company-wide initiatives
  • Manage budgets and financial resources to modernize and grow in support of operations
  • Ensure cost-efficiency, quality and adherence to fiscal guidelines
  • Ensure strict compliance with all regulations and requirements related to defense manufacturing and safety
  • Lead a team of ten managers and staff
  • Foster a culture of innovation, collaboration and continuous improvement
  • Build and maintain relationships with government agencies, contractors, industry partners, community leaders, key stakeholders and internal counterparts

Qualifications

  • Bachelor’s degree in engineering, architecture, construction management, business administration or a related field required
  • Advanced degree preferred
  • At least 10 years of senior-level leadership experience successfully developing and leading large capital projects of $100M or greater
  • Experience with capital projects in the defense supply chain, including facility upgrades, technology integration and process improvements
  • Project Management Institute certification preferred
  • Proven track record leading large organizations and managing cross-functional teams
  • Understanding of the munitions production industry, facilities and processes
  • Knowledge of safety protocols, quality control measures and public-private partnership programs
  • Strong financial management skills
  • Experience developing and executing budgets, cost-control strategies and financial planning
  • In-depth knowledge of requirements related to defense manufacturing and environmental standards
  • U.S. Citizenship required
  • Ability to obtain a DoD security clearance required
  • Active DoD clearance preferred

Preferred Qualifications

  • Background or significant involvement in the military, particularly within munitions production or related areas
  • Experience with Government Owned, Contractor Operated facilities
  • Excellent communication skills with the ability to address diverse audiences
  • Ability to represent the organization effectively with customers, industry partners, policymakers, regulators, employees, key stakeholders and the public

This senior leadership role supports the Radford Army Ammunition Plant and is accountable for the integrated Environmental, Safety, Occupational Health & Quality and regulatory compliance framework that supports safe, reliable munitions production in service of U.S. national security.

This position operates in a highly regulated, government-owned, contractor-operated environment and ensures that all operations, processes and products comply with applicable laws, regulations, Army and DoW requirements, contract specifications and strict quality and technical standards for energetics and ammunition.

Position Summary

The Director of Compliance / Chief Compliance Officer leads a multi-disciplinary compliance and ESH&Q organization. This role develops, implements and maintains comprehensive compliance and ESH&Q systems while serving as a primary interface with regulators, customers and external stakeholders.

The CCO will partner closely with Production, Plant Support, Growth & Modernization and Business organizations while fostering a culture of integrity, transparency, safety, environmental stewardship and continuous improvement across the plant.

Compliance and ESH&Q Program Leadership

  • Lead an integrated compliance and ESH&Q management system across all RFAAP activities
  • Align quality, specifications and regulatory requirements
  • Develop, issue and maintain policies, procedures and work instructions that meet federal, state, local, DoW/Army and contract requirements
  • Drive plant-wide ESH&Q programs that support a safe, compliant and environmentally sustainable workplace
  • Oversee and continuously improve the quality management framework to ensure products meet all applicable specifications and customer requirements

Risk Management, Assessment and Training

  • Lead multi-discipline risk assessments across safety, environmental, health, quality and regulatory functions
  • Drive prioritized mitigation and corrective/preventive actions
  • Direct development and delivery of compliance and ESH&Q training
  • Ensure employees and contractors understand regulatory, permit, contract and safe work expectations

Audits, Investigations and Corrective Actions

  • Plan and coordinate internal and external audits and inspections for compliance and ESH&Q
  • Ensure timely and sustainable closure of findings
  • Oversee incident and near-miss investigations
  • Lead root cause analyses for safety, health, environmental, quality and compliance events
  • Ensure effective corrective actions are implemented and verified
  • Maintain complete and accurate records of compliance and ESH&Q activities, audits, inspections, incidents, corrective actions and regulatory interactions

Environmental, NEPA and Permitting Compliance

  • Ensure operations comply with all environmental regulations and permits
  • Support compliance related to waste, emissions, hazardous materials, pollution prevention and required monitoring/reporting
  • Lead NEPA compliance for construction and modernization projects
  • Support environmental reviews, documentation and required public or stakeholder engagement
  • Partner with Production, Plant Support and Business to obtain, maintain and comply with all environmental, explosives, operating and security-related permits and licenses

Integration with Operations, Plant Support and Modernization

  • Collaborate with Production, Plant Support and Growth & Modernization to embed PSM, explosives safety, hazard controls and quality requirements into process design, operations, maintenance and modernization changes
  • Ensure vendors, suppliers and subcontractors meet regulatory and internal ESH&Q and compliance standards
  • Support due diligence, qualification and performance monitoring for third-party partners

Metrics, Reporting, Controls and Governance

  • Establish and manage compliance and ESH&Q metrics, dashboards and reports
  • Brief senior leadership on performance, trends, risks and recommended actions
  • Coordinate with Finance, Legal and Business to integrate internal controls and compliance checks into contracts, purchasing, financial processes and government property management
  • Monitor proposed legislation, regulations and policy changes affecting ESH&Q and compliance
  • Advise leadership on regulatory impacts and response options

External Relations, Policy and Culture

  • Build and maintain strong relationships with regulators, customers and industry associations
  • Serve as a primary point of contact for ESH&Q and compliance matters
  • Support development of RFAAP’s positions on ESH&Q-related public policy and regulatory frameworks
  • Represent plant interests with corporate and government stakeholders
  • Model ethical leadership
  • Champion a strong culture of safety, environmental stewardship, health, quality, operational excellence and integrity
  • Ensure employees are empowered to raise concerns and that issues are addressed promptly and transparently

Minimum Qualifications

  • Bachelor’s degree in Environmental Science, Health & Safety Management, Engineering, Chemistry, Quality, Law or a closely related technical field
  • Minimum of 10 years of progressively responsible experience in compliance, ESH&Q or quality management within highly regulated industries
  • Experience in defense manufacturing, energetics, chemical processing or heavy industrial operations preferred
  • Significant leadership experience, typically 8 to 10+ years, managing professional staff and multi-disciplinary teams in compliance and/or ESH&Q oversight and reporting
  • Demonstrated exemplary safety, delivery, environmental and regulatory compliance record
  • Experience with lean manufacturing principles and Six Sigma methodologies
  • Demonstrated experience with federal and state regulatory frameworks, including OSHA, EPA, DoW/Army regulations and state environmental agencies such as Virginia DEQ or equivalent
  • Experience with defense or industrial production processes
  • Exposure to ammunition, explosives, energetics or chemical manufacturing operations preferred
  • Demonstrated ability to design and manage compliance and ESH&Q programs
  • Experience with risk assessments, audits, incident investigations and corrective/preventive action systems
  • Practical experience with quality systems and standards, including ISO/AS or equivalent
  • Experience integrating quality requirements into manufacturing and compliance frameworks
  • Proven ability to interpret complex regulations, technical specifications and contractual requirements
  • Ability to translate requirements into practical plant-level procedures, controls and training
  • Strong analytical, problem-solving and decision-making skills
  • Track record of implementing effective compliance and risk-reduction solutions
  • Exceptional written and verbal communication skills
  • Ability to communicate ESH&Q and compliance requirements to all levels of the organization and external stakeholders

Preferred Qualifications

  • Advanced degree in a relevant field such as Environmental/Occupational Health, Safety, Engineering, Quality or an MBA
  • Juris Doctor preferred
  • Professional certifications such as Certified Safety Professional, Certified Industrial Hygienist, Certified Hazardous Materials Manager, Environmental Management System Auditor, Six Sigma/Lean or recognized quality certifications such as ASQ
  • Formal compliance credentials such as CRCP or similar preferred
  • Extensive experience within the defense industrial base
  • Experience at ammunition, energetics or chemical manufacturing facilities preferred
  • Direct responsibility for explosives, munitions or energetic materials regulations and associated ESH&Q requirements preferred
  • Demonstrated familiarity with Virginia DEQ environmental programs or equivalent state programs
  • Experience with state and local permitting and reporting requirements

STS Technical Services is hiring a Director of Production in Radford, Virginia. This senior operations leadership role is responsible for propellant and energetics manufacturing at RFAAP, overseeing approximately 700 employees across nitrocellulose, nitroglycerin, single, double, multi and solvent-based propellants, rocket grains and related production units.

Operating within a government-owned, contractor-operated plant, the Director of Production will lead safe, reliable and efficient execution of the Army’s production mission while meeting quantity, schedule, cost and quality requirements in support of U.S. national security.

Position Overview

The Director of Production provides day-to-day leadership for production operations and production engineering. This role drives continuous improvement, strengthens safety and quality performance and ensures process controls are fully implemented on the shop floor.

The Director reports to and works closely with the President and partners with leaders across Plant Support, Compliance, Growth and Modernization and Business Operations to support mission success.

Operations and Production Leadership

  • Lead all plant production operations for propellants and energetics across multiple product lines and value streams
  • Ensure safe, on-time and in-spec delivery to Army requirements
  • Provide day-to-day leadership for approximately 700 employees across multiple departments, shifts and a union workforce
  • Lead through a team of production and operations managers
  • Own production execution against the Integrated Master Schedule and production plans
  • Ensure capacity, staffing and equipment readiness to meet baseline and surge requirements
  • Direct Production Engineering to maintain and optimize manufacturing processes, line layouts, operating procedures and process controls
  • Improve throughput, yield and reliability across production operations

Safety, ESH&Q and Quality

  • Implement and enforce all ESH&Q requirements within production areas
  • Translate policies and standards into effective shop-floor practices and behaviors
  • Ensure strict adherence to explosives safety, process safety management and high-hazard operating procedures
  • Maintain robust in-process quality controls and line-side inspection and testing
  • Ensure adherence to Army technical data packages, specifications and acceptance criteria
  • Lead a strong safety culture across production organizations
  • Support hazard recognition, near-miss reporting, corrective actions and visible management engagement on the floor

Financial, Cost and Performance Management

  • Partner with the Business Director to develop and manage production budgets
  • Support labor, materials, overtime, rework, scrap and productivity targets
  • Track and manage key performance indicators including throughput, OEE, yield, scrap, rework, labor and material efficiency and on-time delivery
  • Implement corrective actions as needed
  • Drive continuous improvement using lean, Six Sigma and other operational excellence tools
  • Reduce waste, improve flow and enhance quality and cost performance
  • Provide production input for cost estimating, pricing and business case analyses

Cross-Functional Integration

  • Work closely with the Director of Plant Support to coordinate utilities, maintenance, outage planning and equipment reliability programs
  • Collaborate with the Director of Compliance / CCO to translate audit findings, incident investigations and risk assessments into actionable improvements
  • Partner with the Director of Growth & Modernization to support tie-ins, cutovers and phased implementation of new lines, technologies and facilities
  • Engage with the Business Director to align production strategies and continuous improvement initiatives with affordability and rate objectives

Risk Management and Operational Readiness

  • Identify and manage operational risks related to safety, environmental performance, product quality, asset availability and workforce capability
  • Develop and maintain contingency plans for critical production assets, supply disruptions and surge requirements
  • Support readiness for evolving Army demand
  • Support internal and external audits and inspections in production areas
  • Ensure timely closure of production-related findings

People Leadership and Culture

  • Build, develop and retain a high-performing production leadership team
  • Lead production managers, supervisors and production engineers

Minimum Qualifications

Education

  • Bachelor’s degree in Engineering, including Chemical, Mechanical, Industrial or Manufacturing, or a closely related technical discipline

Experience

  • Minimum of 15 years of total experience in manufacturing or industrial operations
  • At least 8 years leading large-scale manufacturing operations, including multi-line, multi-shift or multi-site operations
  • Preferred experience within the defense supply chain, munitions, energetics or other high-hazard industrial environments
  • At least 5 years with direct responsibility for munitions or comparable hazardous chemical production processes
  • Experience with safety protocols and quality controls in high-hazard operations
  • Proven track record leading large organizations, typically more than 500 employees and more than 5 distinct products or product families
  • Experience managing cross-functional teams
  • Experience leading a union workforce

Technical and Operational Competence

  • Comprehensive understanding of propellant or energetics production processes, or similar high-hazard manufacturing
  • Knowledge of unit operations, process controls and equipment
  • Demonstrated capability in operational excellence, including lean manufacturing, Six Sigma, standard work, visual management and problem-solving methods
  • Experience integrating safety, quality and production requirements into daily operations, procedures and supervision

Business, Safety and Regulatory Experience

  • Strong background in budgeting, cost control and financial performance management
